But I've haven't read much on a more focused question like "What keeping individuals from adopting technology?" Rather than throwing solutions at the problem, let's stop and see what is the problem.

From what I've read, most studies and solutions, concerning the digital divide, have concentrated on external influences such as "What can be done in fixing the digital divide?" But I've haven't read much on a more focused question like "What keeping individuals from adopting technology?"
